Alliance further states that in March 2009, at a previous wave of lay-offs, 10,000 IBM USA jobs were lost. Alliance is contributing the cuts to IBM's continued efforts to move work offshore.

Alliance has been calling upon Sam Palmisano of IBM to stop offshoring IBM's USA jobs. Moreover, full transparency is required, of how many jobs have been offshored, from what IBM US division and location, and where the jobs have been shifted to. Alliance is also calling upon the US government to stop giving tax breaks for companies that shift jobs offshore. See website.
