The GoodElectronics Network hosted the webinar “Pax Silica: The Philippines in the U.S. War Efforts,” on June 14, 2026, PDT/June 15, 2026, PST, as the Network’s initial effort in raising awareness on Pax Silica.


Ted Smith of the International Campaign for Responsible Technology (ICRT), and part of the GoodElectronics Steering Committee, led the discussion by emphasizing the critical industry of A.I. compute, and how only a few companies dominate the global chip industry and the energy sector that powers data centers. He also recalled the long history of U.S. military presence in the Philippines, and how the superpower now targets the Philippines for critical minerals, with the country’s untapped mineral resources that could amount up to S$ 1 trillion US Dollars.
PAX SILICA is the United States’ latest project with its allies to secure supply chains, as the tech war and A.I. Race between the U.S. and China rages on. The GoodElectronics Network raises the alarm on the impacts of Pax Silica on workers and communities and the electronics global value chain. Pax Silica signatories include the United States, Australia, Greece, Finland, India, Israel, Japan, Qatar, Singapore, South Korea, Sweden, the United Arab Emirates (UAE), the United Kingdom (UK), Philippines, and Norway, while Taiwan is a non-signatory participant.
Fahmi Panimbang of the Sedane Labor Resource Centre (LIPS) Indonesia highlighted the Chokepoint of the Tech War between China and the United States, with the former having more than 90% control of critical minerals processing and the latter dominating chip design and fabrication. He also discussed the neocolonial hierarchy in the global big technology industry and called for a people-centered technological future. Dr. Giovanni Tapang, a physics professor at the University of the Philippines, and pioneer of Advocates of Science and Technology for the People (Agham) broke down Pax Silica and how it can impact the Philippines. Dr. Tapang emphasized that Pax Silica is a US scheme to control future technology and fuel its wars globally. He ended with a call for resistance to imperialist plunder and wars of aggression.
Participants engaged in the open forum, looking forward to future actions of the Network to address the global issues of Pax Silica that impact workers and communities. GoodElectronics Global Coordinator Gene Rodriguez gave a summary of the presentations, and the forum ended with a virtual symbolic action rejecting Pax Silica.
To echo the discussion among GoodElectronics members in the Philippines, the Network will hold a forum, entitled “Pax Silica: Zoning for War, Plunder and Exploitation” on June 21, 2026, in Cabuyao, Laguna, near the special economic zones where electronics companies are located.
The Philippine campaign will culminate in November 2026, during the ASEAN Summit to be held in Manila, as the Philippines serves as the host and Chair of the ASEAN this year, with the anticipation of U.S. President Donald Trump’s arrival. #
